Challenges of developing mobile home parks, affordable housing

With such a high demand for affordable housing in California, Oregon, and other states, has anyone tried developing a manufactured home park or anything similar? What are the challenges with getting it approved? Is it the state, county zoning or ? that holds up new coummunities from being developed?  What about gated communities for 55+, how do they differ from other residential developments?

On a more serious note, the term "affordable housing" is becoming an oxymoron.
