Does anyone know how much, other than solar, a pain in the butt complying with the new regs will be. I will save $4500 developer fees by permitting in 2020 but not sure how big a can of worms the new regs will be?

Linda only the solar is related to Title 24. My question is do I wait until 2020 to permit and deal with new code regs and no developer fees, or permit in 2019 pay the $4500 developer fees and not have to deal with the new code regs?
