How would you change a C class Apartment complex into a B Class

I personally have not invested on apartments but the goal is to in the near future. 

Based on what I read and watched on vides the first thing is. 

Location - does the location support a Class B

What minor upgrades can be done compared to pther Class B Apartments in the surrounding area. Outside Paint, landscaping, curve appeal, Website, Is their room for improvong outside areas

Gate in Trash Dump area

Upgrading the inside with paint, Kitchen Cabinets, Flooring

But I think ultimately the tenant quality and apartment income plays a big role
