Hello,

If a buyer doesn't want to move forward because of an open permit, can they lose their earn deposit? P&S it hasn't been signed yet.

Thanks!

If nothing has been signed, then there is no contract.  If there is an open permit, the seller should find out what it is for and get it dealt with.
