Duplex conversion in Sudbury, ON

Hi everyone, 

I am new to investing in real estate and have purchased a SFH to convert into a duplex in Sudbury.

I got the drawings done and submitted the permit application and the city came back saying the property is in a flood plain area and I will need to get a survey done to go over next steps which is ($7k plus). I reached out to a few people but no concrete outcome. The property is in a heavy multi-family area (saint George street/Clinton ave.)

Does anyone have experience in dealing with city of Sudbury for the similar issue successfully? if so what strategy did you use? Do you have any pointers that could help me out or steer my away from making a mistake.

Any advice is appreciated, thank you in advance.
