Contractor Advice Needed - Separating Electricity Costs & Difficulty

I am looking at buying a property that has one central meter for the 15 or so units in the building where the landlord pays all electricity costs. 

How difficult would it be to meter every unit separately?

I'm hoping/assuming that each unit has its own breaker in the centralized box and I'm hoping that correlates to a somewhat normal transition to separately metered units. Is this a safe assumption? 

What costs can I expect from this project? 15 meters, 15 breaker boxes, labor, wire, breakers, etc. 

What other items should I be aware of that I may be overlooking?
