Need right of way/easement advice

Anyone out there familiar with dealing with NCDOT re: right of way? Like cartways or other creative easement/right of way solutions. I have two residential lots with no current right of way along a partial access control highway. Neighboring landowners are refusing to give easement. Has anyone ever had luck getting DOT to grant a right of way request in a similar situation? I'd love to chat with someone who could give some insight, it's been difficult to find an attorney with this specific expertise.
