Any gurus able to answer this one??

We have the chance to scoop up a property that has been condemned for pennies on the dollar. Lots of potential. The city has assessed fines to the previous owner for the condition of the property. Has anyone tried negotiating with a city to remove fines or assessments? I would imagine they might, knowing someone is going to rehab the property.
