Tax abatement application

I'm buying a property in Columbus that qualifies for the tax abatement. The seller did the remodel and listed the property for sale and he accepted my offer. I found out that I can apply for the tax abatement but he isn't really inclined to help and I can't do it without "{before and after pictures", invoices showing how much he spent on the remodel, permit numbers etc.

Is there anything I can do to make him help me prior to closing escrow? This will save me a lot of money in my property taxes once it gets approved and he's making a fortune on this flip. (problem is there are buyers lined up waiting to take the deal from me so I have no leverage to threaten to cancel)
