RUBS (Ratio Utility Billing System)

I am in contract on a four-plex and there is only one meter for electrical, gas and water. It appears the previous owner was covering utilities. I am considering implementing RUBS in our lease renewals.

Has anyone had experience with it and how do you do it as far as which formula to follow?

A few things to keep in mind. One of the existing tenants is section 8 and two units are currently vacant.
