House Fire Insurance Money

I recently went through a home showing where the previous owners had stated that there was a house fire in the basement. We expected the home to be very upgraded, but it looks very bland and tbh very awful, like minimal work has been done.  The realtor told us that once people get the money for the house fire from insurance, they don't really check on what you do with it. Honestly, bizarre, and maybe that's old news that I should've known before. Do you guys see this often?
