Interesting Water Service Dilemma

My most recent purchase was a bank-owned unit, which is basically 1/2 of a Duplex. I have come to discover that it only has a single water service. this was not known by the bank, who had to pay about 2 years of water/sewer bills. Turns out that they also paid the bills for the other unit! My garage has BOTH electrical panels and the water service.

Any thoughts on how to proceed? I have the name of the owner of the other unit, who is also a landlord. I do not yet have a phone number. the properties are taxed separately.
