Roof warranty transfer limitation

We brought a SFR with a newly installed roof but there were leaking from first heavy rain. The roof company came to fix it for many times but still leaking and then we were told that is the sweating of duct piping. We called duct pipe company checked and stated no leaking of duct pipe but saw the leaking on roof. So we filed company against roof company to roof board. Very weird thing: first time the case was closed without any notice to us so we called in and told us we didn’t send the transferred warranty to state, so we mailed the warranty to state; the case was assigned to local county quickly. We were guided to find third engineering company to have inspection. We did and the report states there are deficiency of roof and the roof forwarded to the local building inspection department chief builder. We were told he will have one more phone call and then will back to us. Since then this person disappeared and never answer our phone call, even avoid to see us when we reached his office. That is more than 1 hour driving to his office. We were told nobody knows when he will in office and he is retiring. We contacted the state office again and was told this complain was closed before we had the engineering inspection because the hurricane damage was not transferable on warranty and we didn’t get any notice for this status changed. This complain was reopened now and was asked us to send the mail the engineering inspection to state office again. Our concerns: 1. Why this case were closed so easily without any notice to us? 2. We didn’t see any words on the warranty that hurricane damage is not transferable. How to define it is hurricane damage. In FL, most heavy rain will only happen during hurricane season. It happened before Irma and during June. Hurricane season between 6-1 to 11-30 each year. 3. If state closed this complain case, why asked us to hire engineering company to investigate the roof? 4. Why the local chief builder tried to avoid us since he told us he needs one more phone call? How to know the roof owner is on the roof board and this complain against his license kept on closing without let us know? This roof company was not selected by us but the seller and very bad review from BBB to google review and every place. They told us they install more than 100 roof each month in Tampa, Clearwater, St. Peter’s and surrounding areas and will open business in Georgia from late 2017. Anybody know how to handle this situation? I am a realtor and I know a complain against my license is a big deal. Why a complain against a roof license is so easy to be closed? Where is the right place to pursue a right answer. we want the roof company owner’s license can be punished at least. We talked to a lawyer and was told it is not deserve to sue for a roof. This is the only experience to work with state or county for a problem roof. If more bridges of FL fall, that will not surprise us at all because the management system doesn’t work at all.
