LA/San Pedro Rent Control Exception?

It was recently mentioned to me that the neighborhood known as "La Rambla" is unincorporated and considered part of LA County. It lies roughy between Meyler (East), Weymouth (West), 3rd (North) and 7th (South). It's my understanding that this would exempt multi-family properties from rent control. Any help confirming this would be appreciated!
