Lien Mitigation in Miami

Hello,

I have seen many properties in the Miami area that are heavily encumbered by Building Department liens, most by their 'Team Metro' division for overgrown lawns, and other maintenance issues. Has anyone had any experience in negotiating these liens down? I understand you can request a hearing for mitigation, but believe this is only available to property owner, not potential buyer. Any lawyer recommendations for those who specialize in this arena
