SUBMARKET GROWING SLOWER THAN MSA

Is it a bad thing if both the MSA and submarket are both growing in population, but the submarket is not growing as rapidly as MSA as a whole ?

For example, from 2010-2017, Oklahoma City MSA's population growth is 13.3%, but Norman, OK's growth is only 10.7%. Is this a big red flag?
