Forming Opportunity Zone funds and investing.

I've been researching opportunity zone funds, and I can see how this very well may become the next big trend in investing. I would like to form an opportunity zone fund and use it to invest in these opportunity zone areas. What are the legal aspects of forming this fund? Is it too early in the development stages to invest? What are your thoughts?
