$25k for apartment in los angeles??

I keep seeing these giant apartment complex for $25k .. it says buyer pay $25k cash for deed what does that mean? does that mean i own the entire apartment for $25k? if there is a loan that is apart of this house do i have to pay the loan what is the $25k for??
