Is Baltimore, MD an okay market?

I'm visiting some 20-30 unit properties in Baltimore city and wanted to know your thoughts on the current state of the market.  I understand their population is declining, but according to the BLS, jobs are growing.  I wonder what this means, what are your takes on the market?
