I just attended the NAR 2013 Conference and Expo in San Francisco, CA. The event this year was nearby my territory in San Mateo County and Santa Clara County. Doing Business With Chin was a class and a tier system was discussed. It divides China’s cities into tiers that reflect the administrative division of the country into a hierarchy. Cities shift tiers as they change in size. Tiers are a useful for Realtors. Due to real estates position as an income-producing value foreign investors classify areas or cities as Tier 1, Tier 2, and Tier 3. Moreover, sometimes they classify a USA property profile as such in some cases.

The Tier System

Tier 1: (3 cities)

Beijing, Shanghai, Guangzhou

Tier 2: (34 cities)

Mostly provincial capitals

Tier 3: (249 cities)

Prefecture cities

Tier 4: (368 cities)

County level

Tier 5:

Smaller than county level
