Anyone familiar with overage claims after a property is sold at foreclosure or tax lien sale and there are funds remaining after all debts are paid?

Every state is different.  In Texas, for example, the maximum charge to help get the overages is 25%, not to exceed $1,000 and you must be an attorney.
