See pic with a foundation problem. Is this major or cosmetic?

In Cincinatti, I toured the exterior of a property that has a broken garage door and a foundation problem. Is this a major problem or a cosmetic problem and what do you think is the range of repair costs? I'm not at all experienced in structural engineering. I decided to pass on this property based on the above pic, so this may be a missed opportunity.
