Property Taxes Owned on Property (Under Collections)

Hey Everyone,

Found a property that I would like to start with here in Philadelphia, PA. When I look at the property taxes, several years (all with different owners), taxes are being persued by collections departments. Is there any legal issue with taking on the property? Any protection when purchasing the property?

Any tips, and advice would greatly be appreciated.
