Rental loan 75% LTV full purchase price

Hello complete newbie here wanting to know if this is possible. I found a house that I can get into for $184,500 that appraised for $250,000 2 years ago. That works out to just under 75% LTV. Will lenders loan the whole purchase price, the ones I have spoke to say 80% of purchase price. The home is in a small town but is in city limits not zoned rural and is on public water/sewer. I have a renter lined up @ $1600 month. Thanks ahead of time for any replies.

The only way to get 100% LTC on a deal like this is to have someone privately give you the cash. No bank or private lending institution is going to give you 100% LTC even if there is equity built in.
