New Construction Lenders for Land Owned Free & Clear

Hi everyone - 

I have an investor client who is looking for a construction loan on land owned free and clear. If this helps, the land is in Little Rock, Arkansas. The land is valued at $1.8m while the client is looking for a low-leverage 30-40 LTV loan for small container home construction on the same. Does anyone have any recommendations for wholesale lenders/investors for such a deal?
