Best mortgage lender to refi your primary home?

Hey people, with everyones experience here...who do you think the best lender is for a primary residence in south Texas... I bought an older house on 2 ac and i am now living in it, i want to refi to get a lower interest rate and to get cash for finishing the house....Any ideas? Would prefer someone that would give me a good initial appraisal based on an after repaired value....
