What is the best way to go these days

Looking for suggestions and ideas on where to find the best avenue to start, I have been in RE since the 80's and boy has it changed - however I want to give it another shot and want to do a small SFR development of approx. 8 homes - found a great piece of property and want to develop a small development of estate homes with private drives - larger homes with 1/2 - 3/4 acre per parcel - needs roads and grading - houses in the area sale for 500k and up with 1/4 lots - but they are average track construction homes - whats the best way (private or commercial) money ??
