HELOC for a non-owner occupied home

I have POA over my mother's financial affairs, which includes a residential property being rented. It is free and clear, and worth between $220k and $240k. I am trying to see if I can obtain a non-owner occupied HELOC w/ first position for 30% to 35% of the property value to help manage her affairs. Between the rental income, SS and pension, she has an annual income of about $40k, credit scores in the 800's.
