Where do I start

I am a noob in multi-unit projects with only a couple of single family houses I rent out in Ontario. I came across a rather large need in a community in Manitoba at a school that has an international program that needs housing for all of the foreign students. They are short and I am positive the nearby undeveloped land is a perfect location for a residence. I could easily fill 100-200 students at full capacity. I will check zoning, land availability, and the construction firms there are pretty busy these days, but this would be as close to a slam dunk as you can get if it all checks out.

Assuming I can get all the required paperwork done, how on earth would I get the millions needed for this? I wouldn't even know where to start. The houses I rented were easy to get financing for with my equity leveraged to these properties and my personal house, but something like this is WAAAAAAYYYY out of my league.

Any suggestions would be helpful?

@Rob Sa try speaking to local developers in your area that have done similar size deals, and tell them about the deal and see if they have an interest in including you to a level.
