HELOC for Tax Deed Homes

Hello, I have a tax deed home that I've been using as a primary residence for about three years now. I want to apply for the HELOC loan to do an addition on the home but I'm not sure if they allow that loan for Tax Deed properties. Can someone provide some insight. I'm in the Jefferson County, Alabama area.
