HELOC for non US resident

Hey everyone.

I have a little bit of a unique question, that I was hoping someone could help with.

My mother in law is a UK citizen, and lives in the UK. She has no ties to the US(so no green card, work visa, or citizenship etc)

But she does file taxes here on the rental income she gets.

She owns a property free and clear here in the US, and we were trying to figure out if she could somehow take a HELOC out on the property?

I’m a US citizen and my husband is a green card holder, is there a way we could be involved to make it happen if need be?

Any help will be gravely appreciated.
