Vacation Loan 10% downpayment

Just wanted to know the regulation of taking a vacation home with 10% down.

Is it possible to have a vacation home for each husband and wife meaning each of them is only on the loan and not the other partner?

Example: Husband: vacation home is in Gatlinburg TN and only he is on the loan.

                 Wife: Vacation home is also in Gatlinburg TN and only she is on the loan.

Is this mortgage fraud?
