Marshall FIre Rebuild and Under Construction Financing options

We lost our home in the Marshall fire at the end of 2021. Luckily we had great insurance but we decided to bigger than before and we need to fill the gap. We are already framed up and roof is going on this week. Do any banks do HELOC's on a primary that is under construction? I also have 2 rentals with a lot of equity I could tap but there a difficulties there as well with NOO. No government help for us unfortunately so SBA is out.

Any help on this would be greatly appreciated as we are run out of insurance money after our next two draws and construction is going way faster than expected.   Needing about 500K or so.
