Debt Fund as a capital source

Do debt funds ever offer 100% funding for a purchase and 100% for rehab? While it seems too good to be true, my broker is adamant that his firm has utilized this specific debt fund in the past and that they’re real. Anyone have experience souring capital from debt funds?

Mine is smaller but I would only do it similar to Chris' criteria.
