Help with 100% HELOC at 4.5-5%

Been aggressively looking for a bank or credit unit that does a HELOC product at 100% LTV at an APR of 4.5-5% and Lends in IL. So far the only credit union I have found that offers the product Tower Federal and is pretty much impossible to join unless if you are in the DC area. Any help would be much appreciated.

Gonzalo Escobar would you care to share the name of the bank/credit union? I found that Andrews Federal Credit Union will do 95% LTV.
