LTV on rental property

Hello all!

I don't understand how on the podcasts and other investors keep talking about this 80% LTV helocs. As a rental property I have called a couple dozen banks and either they don't finance rental properties or if they do, it's in the 60% range. Are investors calling these homes second homes or personal homes to get this 80%?

To my understanding you cannot get a HELOC in the state of Texas unless it is homestead?
