FHA loan with plans to refinance

Is an FHA loan worth it if you plan to refinance? Also, with an FHA loan at what point are you allowed to refinance to pull back out your initial investment? How much of the mortgage needs to be paid down in order to do so. This is being done with a private lender. Thanks!!
