Does anyone know of a reputable small bank that offers personal lines of credit above $10K in the current COVID-19 situation?

Are there any restrictions on being able to apply from overseas without digging through thousands of options online?

Any tips would be greatly appreciated, I’m looking to expand my options into cash offers so above $10K would be ideal.
