how to split cost seg in STR partnership

How do you split cost seg rapid depreciation on a STR in a partnership when one partner is REPS but the other partner is not?

Can the non-reps partner take advantage under the hours actively working on the unit to qualify for active depreciation?  Then, the reps partner can also take hers/his depreciation too?
