Does the county give accurate Market Value Information.

I recently attended a seminar hosted by a guru. He said something that I believe makes sense, but has me asking around to validate his information. What he said was that nobody knows what the true market value of a property is until the government steps in. So based off that note, my question would be are county market values on a home accurate?

ive been in several hearings w city assessors which are all appraisers I my town. I have shown them clear evidence why our property should be assessed lower than the current assessment. In the same hearing they have provided NO evidence why I am incorrect about the data. Ive presented this comparable data in several counties in my area, hampton roads virginia and each time, the city has not budged in their vaulation. Its kinda like an employee telling the boss, " hey we're making less money next year from tax assessments". Perhaps they just dont want to look bad. Who knows. In my experiences the city assessment has no bearing on true value.. if this info help you in any way pls vote for this post..
