Philadelphia tax lien

I am thinking about taking over a property that has about 6k in tax liens. It's a really good deal. Is there a way to pay off the lien before closing so I can acquire tittle insurance? The owner does not have the funds to do this. I'm worried about paying it off and then the deal fall thru.
