Top PUE Protest Attorney In Texas

So the PUE is considering routes for power lines through Round Rock and a few of the proposed routes are along a street adjacent to ours.  I am filing an intervention form today.  They haven't selected our route, but we wish to be proactive to discourage our route.  

Does anyone know of a top attorney or firm for this in Texas? We really want someone that has been through the process and been successful previously. A letter from this type of firm may discourage our route from being selected in the first place and eliminate future headache. Our HOA has budget to pay for the time from the attorney.
