Partner not willing to sell

Want to see if anyone has ideas on how to go about this situation. My friend partnered with another investor in a 50/50 deal where they invested into building a new property. Now the construction is almost done but the investor has gotten into some financial issues. He got creditors on his back and do not want the creditors to be able to get to his funds or try to make things more difficult to them. So the investor does not want to sell the property and refuse to sign document to sell if there is buyer. Any suggestion to my friend on how to not just wait the situation out?
