Two Owners, One Seller Signature on Contract

In the state of NJ, if only one of the two owners sign, is it considered a binding contract? The agent is telling us the second seller is not receiving the document to e-sign and I am trying to obtain a rate lock ASAP and I need a signed contract by both parties. The agent is now telling us to remove the second seller's name from the contract.
