Property taxes for disable vets

Does anyone know about not paying real estate taxes for disable vet. My brother who has brain injury is a 100 percentdisable (not service connected) vet who I was looking to put on the deed of my new house and rent him one of the apartments would we be able to save on the taxes if we did this ??
