Can a SBA Loan take back your house?

So very new to investing and really still trying to educate myself. So as I was running in the neighborhood the other day I saw a house that looked abandoned. I looked it up on the county clerks website and was looking through all the paperwork on this property.

So all the contracts that come up are a little confusing, but basically my question was can the SBA take back a house like a foreclosure type of process??

I have never heard of that before, but after Hurricane Harvey they were giving loans to people to fix their houses, and that is one of the names that keeps popping up on contracts for this home.
