Property Taxes Doubled

Our property taxes have doubled since last year, after making the property a rental (it used to be our primary residence). When we appealed, the Revenue Commission’s response was “Our records show the property at ______ is a rental property. So therefore taxes are based on a 20% rate making them double”. Can someone explain this? We are in Alabama if that helps.
