New Investor-Which City and Why

I am looking for top 3 cities that a new investor with low capital can purchase first property, preferably multifamily by December 2025. What cities you recommend, must have at at least 2-3% increase projection of job growth, population growth and landlord friendly state OR/and retirees want to live there. So far outskirts of Dallas/Forthworth, TX, South Carolina seems promising for growth.
