Home improvement Loan

So my contractor didn't want to sign the Home Improvement Loan because he doesn't want to be tied to it. What other options are out there?

Frost has a personal loan, I think, at 11 percent for 3 years. Does anyone know of any better deals? I need 23k

Honestly on 23,000 a personal loan at 11% is a pretty solid deal.
