Learning tax lien potential

Are there any tax lien certificate specialists or attorney references/resources that can help with getting a better understanding of this industry? After reviewing 20 pages of BP posts, I've concluded that I need to read the 16% solution and decide what state(s) I want to research but I think everyone suggests to start locally.  I'm open to CO but it seems there are other states that are more tax lien certificate friendly/higher returns and from what I see, I'm not entirely sure CO is one of those states (plus maybe not a lot of inventory according to real estate friends).  I would want to start with lien certificates and getting a decent return on my investment.  OTC seems more appealing than auctions for me at the moment.  Maybe even wholesaling a few.  I have no desire in flipping nor deed auctions right now but still want to learn about it.  I want to start with small amounts and work to bigger transactions as I learn.  Looking for someone to teach/mentor me after doing research of my own.  I'm happy to compensate as appropriate and interested in starting sooner than later.  I have LOTS of questions but always try to research before wasting someone's time. My hubby and I, both work for the federal government and are unsure about our future (I never thought I'd ever say that Government job security was an issue) and would like to explore some investment potential.

This $41K Tax Lien Code (TLC) education we were seriously considering much less appealing after reading the BP posts but looking for a concise, useful education with time saving tools, locally. I don't mind online trainings but TLC provides a lot of hands-on, walk you through the process support, it seems. And TLC don't "state discriminate" so it opens your opportunities (with obvious risks not being "local") with some research but they have each states information, a list of when all county tax lien sales are, property info easily accessible.  Not sure if there are other national databases out there that do that because I haven't been able to locate any.
